Loo is English slang for toilet.

Which is more common? Does bathroom also mean the toilet for public use, or just the one at home?

We can say Men's room and Ladies' room. I'll add them to the list!
I've not used Washing room before. A bathroom would be a room in a house or a hotel - but we shouldn't use it for public toilets in the street. A bathroom would usually have a toilet, wash basin and shower or bath.
