Phil: I've run out of wine!
Ian: Let's do a booze cruise to France!
Booze is English slang for alcoholic drinks. A booze cruise is a trip abroad (usually to France from England) to stock up on cheap alcoholic drinks.
A boozer is slang for a pub - or somebody that drinks a lot of booze!
run out - phrasal verb - something is finished.

He's finished his alcohol but he wants more! The alcohol is finished - I don't think Phil is...

Phil has stopped drinking - would mean Phil doesn't want to drink any more.
Phil has no more booze or run out of booze - would mean Phil has nothing more to drink!
